Asked the morning clerk if last night's streets were clear. Got a shrug. Nobody at the desk will say they reopened or that they are still held. Go around anyway, or wait for a better answer.

Go around. A shrug is not a yes and it is not a no. Use the outer roads the desk already names. Do not test the inner grid to prove a wrap that nobody has confirmed.
