We have cover in a bag. Nainativu / Nagadeepa hop. Do we change on the boat in front of everyone, or dress at the jetty so we are not the rude ones stepping onto a kovil island in shorts?

Dress before you leave the jetty. Shoulders and knees covered, wrap that stays up. Changing on the launch is how you become the story. Shoes you can slip. Same cover rule whether the sign says Nainativu or Nagadeepa. Inner rooms: stay out if unsure. No flash.
