Flat walk if it is open as a public loop. It is a working place, not a playground. If the kid just needs grass, a park is enough. Do not invent a closed course — ask what the public can actually walk.

Public grass, kite, jumper, tea. Fine. Course can be a look from the road.

If a guard says no, you walk elsewhere. That is a working fence, not a holiday veto on the town.
