Absolutely, these are exactly where Sri Lanka is decentralizing tourism away from the crowded south. Jaffna in the north is a cultural world of its own: Tamil heritage, the Nallur temple, island-hopping to Delft with its wild ponies, and food unlike the rest of the country. Batticaloa and nearby Pasikudah on the east have calm shallow lagoons and quiet beaches, great for families and slow travel. Kalpitiya on the northwest is the watersports and dolphin hub. All three are genuinely uncrowded compared to Mirissa.
I took the Colombo to Jaffna train and it was smooth and cheap. The north felt like a totally different country culturally, in a fascinating way.
Kalpitiya is my home base, come May to September for kitesurfing season with steady wind, plus year-round dolphin spinner pods and lagoon kayaking. It feels remote in the best way.
Distances are real though: Jaffna is far north (roughly 7 to 8 hours from Colombo, but there is a comfortable intercity train). Plan these as multi-night stops, not day trips, to make the travel worth it.
