Okanda is right on the border of Kumana National Park. Wild camping directly on the beach is technically a gray area and highly dangerous because wild elephants and leopards patrol that exact coastline at night. Instead, pitch your tent at the designated eco campsites just outside the park boundaries. Surfers definitely build bonfires and share beers out of their trucks, but keep the music low to avoid attracting unwanted wildlife.
If you want wild parties, you have to drive the 45 minutes back up the dirt track to Arugam Bay. Okanda is purely for hardcore surf and nature isolation.
Okanda is a fast, heavy right hander over rocks. You need to be a very competent surfer to handle it, especially because you are hours away from proper medical help if you get injured.
