Pekoe Trail sections solo - safe, marked, water sources?

Depends which sections. The most popular stages (Haputale to Ella side) are well-marked and used - solo doable. Deeper stages (Sinharaja edges) are jungle and remote - guide strongly recommended. Waymarking is orange stripes on trees + occasional signage - decent but not GPX-track-your-way European standard. Water: tea estates + villages every few km on most stages. Bring purification tablets or filter. Realistic: do 3 stages solo (Haputale-Idalgashinna-Diyaluma stretch), skip the remoter ones or hire a guide for those.
^ ditto. Also: register with the Pekoe Trail Foundation online before you hike (they know if you're expected somewhere and can alert if you miss check-ins). Free registration. Actually safer than European solo hiking in some ways - very few threats (some monkeys, occasional snake, mostly friendly farmers).
