Do both in town. Pettah cash and a proper desk on a Sunday is ordinary, with queues. Airport counters cost patience you do not have at 22:00. I will not invent a SIM price. Leave a buffer.

We did Pettah at eleven, hopped. Airport SIM line looked like a punishment.
