PickMe. Uber operates but limited coverage - only really works in Colombo and airport. PickMe is the local app, works nationwide, including Kandy, Galle, Ella, and increasingly rural. Also PickMe has tuk-tuks (Uber cars only). For a 3-week trip, PickMe is your primary. Install both if you want, but you'll use PickMe 90%.

^ this. And PickMe app now takes foreign cards, wasn't the case a few years ago. Just enter your card at signup and it works. Cash also fine for tuk-tuks in the app if you prefer.
