Side street has tape up at lunch. Nobody at the tape to ask. Go around the long way, or wait and ask the next person who walks past.

Go around. A piece of tape is not a briefing. Do not invent an open street and do not invent a closure. Use the outer road you already know.

We went around. Asking ate time and the next person just shrugged. The long way was ordinary.

Same shrug from a shop. We stopped asking. Tape plus a shrug is not a yes. Walk the way that is already clear.
