If you only have time for one, Polonnaruwa is generally easier to explore and more visually impressive for a quick one day visit. The ruins are much more compact and remarkably well preserved.

Anuradhapura is much older and larger. It is famous for its colossal stupas and sacred Bodhi tree, but it is heavily spread out and requires more time and a vehicle to truly appreciate.

You can easily cycle through the entire Polonnaruwa complex and see stunning art like the rock temple of Gal Vihara without feeling rushed.
