Standard practice. Every rental (bikes, scooters, cars) takes a passport photo as their record. What you should ALSO get: a written rental agreement (even handwritten) stating rental dates, deposit, damage terms, insurance included/excluded, contact number. If they refused to give a receipt or written terms, THAT is the yellow flag - not the photo. Ask them for a written agreement now, doesn't have to be fancy. WhatsApp screenshot with terms works.

^ this. Also: photograph the scooter yourself before you ride away (all sides, close-ups of existing scratches/dents). This is your insurance against 'you damaged this' when returning. Send those photos to the rental guy's WhatsApp so timestamps are recorded on both sides.
