To avoid the massive armada of noisy tourist boats that launch from the main Kalpitiya beach, you should hire a private boat from the smaller, quieter fishing villages slightly further north, like Kandakuliya.

You must firmly instruct your boat captain beforehand that you want to maintain a respectful distance from the dolphin pods and absolutely do not want to aggressively chase them alongside the other boats. A good, ethical captain will take you wider out into the ocean where it is much quieter.
