Commercial Bank offers 'Non-Resident Foreign Currency (NRFC) Account' for tourists staying 30+ days. Documents needed: passport, ETA/visa, proof of address (long-stay booking), reference letter. USD, EUR, GBP denominations. Process: 30-60 minutes at any main branch.

Also HSBC (partial services), Sampath Bank NRFC. Benefits: local LKR account (spending via debit card), receive USD wire transfers (from freelance work). Downside: some tax residency complications if >183 days. Consult tax advisor for extended stays.
