Tried to buy fruit in Kandy, no bag. Going to the hills the next day. I have one metal bottle. Are plastic bags banned islandwide or just the polite shops. Can we refill in Ella / Nuwara Eliya or do we buy another 1.5 litre every lunch.

Carry a foldable tote and a metal bottle. Many towns have water-refill kiosks / supermarket 5-litre and a funnel. Horton will take single-use bottles and polythene at the gate and give you paper - pack the walk like that from the hotel. Other parks are catching the habit. A shop refusing a thin bag is not them being rude.

Refilled at a grocery in Nuwara Eliya for a few rupees. Fine.

Sri Pada off-season notice also says no polythene / plastic bottles on the mountain.
