Walk the long way around unless an officer or clear local steward opens the tape. Copying a hop can strand you on the wrong side when the next block arrives. With kids or bags, the long outer pavement is the safer default.
If you need a tuk, the long walk past the barrier is how most people find one that will load.
Ask a shopkeeper which crossing usually reopens first rather than testing tape yourself.
