Ask when the fan actually runs, and whether a plug for a bottle-charger exists. Look at the room. A generator story is a maybe. If the room is a parked van at 3 p.m., pay the AC if it exists or pick another door. I will not invent a kWh.

Blink is ordinary. Heat after a climb is the issue. Sit the garden until the room is less of a box, then shower lukewarm.
