If hotel wifi is confirmed in chat and you can send a pin without data, skip. Tomorrow a Dialog shop in Colombo or Cargills is ordinary. If wifi is a 'maybe', buy the physical SIM now because 3am without a pin is worse than a 10-minute desk.

Bambalapitiya Dialog is a daytime desk. Fine. Don't count on lobby wifi at a cheap pin.
