Sealed bottle only — smile and decline open cups and shared straws. If nothing sealed is left on your stretch, go thirsty until a hotel lobby rather than gambling on an open pour in the crush.

If curb prices for sealed bottles have climbed, one lobby walk for a fair sealed bottle can be worth it — still no invented official fee.
