Fully accessible, fully safe. Post-war reconstruction is 15+ years done. Jaffna is a vibrant Tamil-culture destination now with hotels, cafes, restored temples (Nallur), palmyra farms, and easy transport. Different from the south (drier, more Hindu, more Tamil cuisine) - which is why it's worth visiting. Solo female: same or safer than Colombo. Locals warm and welcoming. Direct train from Colombo (7-8 hours, or fly on Cinnamon Air 1 hour). Book Jetwing Jaffna or Thinnai Organic hotel.

^ this. Also worth: Delft Island day trip (wild horses, coral fences, ancient temples), the Jaffna Fort at sunset, Rio Ice Cream (institution). Vibe is genuinely different from the south. Highly recommend for 3-4 nights.
