Enforcement patchy - most Airbnbs operate without registration but face occasional crackdowns. As a guest: Airbnb.com bookings are protected under Airbnb's guarantee. Risk is negligible for you - if a listing gets shut down mid-trip, Airbnb rebooks/refunds you. Book verified 'Superhost' listings for reliability. Skip: hosts asking for off-platform payment (illegal + you lose protection).
