For pure landscape photos (no identifiable people), you can shoot and sell freely with no permit required for hobbyist/small commercial use. Model releases needed if identifiable people are the subject — especially children — get written consent even for stock. Government sites (Sigiriya, some ruins) restrict commercial shoots without paid permits.

For dedicated commercial productions (fashion, film, ad campaigns), a Ministry of Tourism / Cultural Affairs permit is needed — process takes 1-3 weeks, small fee, requires shot list submission. Hobbyists posting to Instagram or selling occasional prints don't need this.
