Best rate: authorized money changers in Colombo Fort or Pettah - typically 1-2% better than banks, way better than airport (airport is worst rate, 5-8% off). Look for LOLC or Union Assurance exchange counters. Bring clean, unmarked USD bills (creased or marked notes get worse rates or refused). Change small amounts as you go rather than all at once - LKR loses purchasing power slowly but rates fluctuate.
Also: ATMs give a competitive rate for direct card withdrawals but hit you with 500-1000 LKR ATM fee + home bank foreign fee. Better for topping up, not primary currency. Bring $500-1000 cash minimum, use ATMs for the rest.
