Yes, fog is a real problem - by 9-10am cloud typically rolls in and obscures the World's End viewpoint entirely (a 870m sheer cliff drop into nothing). Arrival strategy: enter Horton Plains Gate at 6am opening, walk the loop counterclockwise (World's End reached in 1 hour), be at viewpoint 7:15-8:30am for clear views. After 9am, gamble. Full loop 9km, 3-4 hours. Cool climate (bring layers - 10-15C at dawn). Book jeep from Nuwara Eliya or Ohiya 4:30-5am departure. Ohiya is closer gate.

Also: Ohiya train station (main line, small stop) is closest railway - some travelers take dawn train from Nuwara Eliya to Ohiya, taxi to Horton entry, hike, taxi back. Adventure. Baker's Falls and Little World's End on same loop - full 3-hour walk covers all three viewpoints.
