PADI Open Water certification in Sri Lanka: USD 350-500 for full course (3-4 days, includes theory, pool sessions, 4 open water dives, certification card). Locations: Trincomalee (Poseidon Diving Station, Nov-April closed; May-Sept open), Hikkaduwa (year-round with Nov-April best), Unawatuna (year-round). Cheaper than Thailand or Australia. Instructor quality varies - check TripAdvisor/PADI reviews before booking. Include: rental gear, certification fee, cert card mailed later. Add USD 30-50 for medical form clearance if you have any conditions.

Also: some resorts offer 'resort dive' (single dive with instructor, no cert) - cheaper way to try before committing to full cert. USD 60-100 for one supervised dive. If you're not sure you'll continue diving, try that first.
