Best dark-sky zones: Wilpattu National Park (jungle areas, no light pollution), Yala (park camping zones), Bundala buffer areas, Knuckles Range villages (Meemure), and remote hillcountry stays (Ohiya, Riverston area). Milky Way core visible March-October pre-dawn.

Practical: check moon phase (new moon week best), get away from any town by 20+ km, allow eyes 20 minutes to adjust. Southern Cross visible from Sri Lanka — nice for northern-hemisphere astronomers. Apps: Stellarium free, Sky Guide for southern hemisphere.
