Yes ticket scalping is a massive illegal operation at the Ella railway station. Touts aggressively buy up all the reserved seats online the minute they become available specifically to extort desperate tourists later.

If the reserved seats are completely sold out simply walk to the official ticket counter an hour before departure and buy a completely legal unreserved second or third class ticket for pennies instead of fueling the scam.

It is highly advised not to purchase these tickets. Railway inspectors are increasingly checking identification and if the name printed on the scalped reserved ticket does not match your passport they will completely invalidate the ticket and kick you off the train.
