Nilaveli - quieter, longer beach, better for calm swimming, family-friendly, less commercial. Trincomalee town itself has the fort, Koneswaram Temple (dramatic clifftop Hindu temple), harbor life, and more restaurants but the town beaches are less nice. Best approach: base at Nilaveli (10km north of Trinco), day-trip into Trinco town for culture. Uppuveli is a middle ground - quieter than Trinco, more amenities than Nilaveli.

Nilaveli for peace, Uppuveli if you want a few restaurants within walking distance, Trinco itself for one day of temple + harbor + culture. May-Aug is peak east coast season - all three are great.
