For personal photography with a standard tripod, your regular entrance ticket is usually sufficient at Polonnaruwa. However, you must not block the walking paths of pilgrims making offerings. The golden rule is NEVER take a photo posing with your back to the Buddha statues. The guards will force you to delete the photos. Also, do not use flash on the statues.
Yes, the sandy areas right in front of the statues are sacred. Shoes and hats must be removed.
