Legal advisor answer, clear and unambiguous: cannabis is ILLEGAL for recreational use in Sri Lanka under the Poisons, Opium and Dangerous Drugs Ordinance. Possession, purchase, sale and consumption all carry criminal penalties. The Ayurvedic exception is real but VERY narrow - licensed Ayurvedic physicians and pharmacies can hold and dispense cannabis for medicinal preparations under strict permits. This does NOT extend to tourists smoking weed on the beach in any form. Penalties: possession can bring fines and up to several years imprisonment, larger quantities are treated as trafficking with much harsher sentences. Bail is possible but the process is slow and painful for a foreigner. Hard drugs (heroin, cocaine, MDMA) carry even harsher penalties. Simple rule: do not buy, possess or use anything recreational, ever.

A friend of a friend got caught in exactly the beach vendor scam described above at Mirissa two years ago. Cost him nearly 1500 USD and a genuinely frightening night. Not worth it under any circumstance.
CRITICAL scam warning: some beach vendors on the south coast and Arugam Bay are actively working with corrupt local officials. The sequence: vendor sells you a small amount cheaply, an "officer" appears within minutes, threatens arrest, and demands a large bribe (often 500-2000 USD) to make it go away. This happens EVERY high season. If a stranger approaches offering drugs, walk away instantly and do not engage in the conversation.
