This is the "night tariff" scam. Drivers waiting outside clubs collude to fix prices at exorbitant rates because they know you are drunk and have no other options. Never take the tuk-tuks parked directly at the club exit. Walk 100 meters down the main road away from the crowd and flag down a passing driver. You can usually negotiate a fair rate of 500-800 LKR for that distance.
Having a dedicated driver from your hostel is the smartest and safest way to do it.
We usually arrange for our guesthouse driver to pick us up at a specific time.
