Yes, Vel Festival (July/August full moon) is Colombo's major Hindu Tamil festival — a large chariot procession from Sea Street kovil (Old Colombo) to Wellawatte with the Vel (spear) of Lord Murugan. Days of ritual, temple visits, and street food. Very colorful, very local, very welcoming to respectful visitors.

Free to watch. Wear modest clothing (long trousers, covered shoulders), remove shoes if entering the kovil. Photography respectful — no flash, ask before close portrait shots. Great food stalls along route (South Indian dosa, idli, sweet rice).
