People say shops thin. Pack extra water before Elephant Pass, or is that leftover fear from older trips?

Pack extra water before the pass. Shops exist and also they do not exist when you want them. Cheap insurance. Elder doubles it. Do not make a photo stop into a hunt for a warm bottle. Vavuniya shop, then the carriage.
