Are water sellers still circulating an hour after the 6:44 PM First Randoli start, or only warm bottles left from the curb crowd. Not sealed-water carts that vanished once the cortege started, and not ice bottles on the last stretch before lock.

Some carts still circulate on quieter stretches an hour in, but do not count on ice. If you still have a sealed hotel bottle, sip that first rather than abandoning a good curb hunting carts.
Warm sealed bottles from a cart are still fine if the seal is intact — skip open cups from strangers.
Do not walk far hunting water with a dying phone — share what you have and refill at the hotel later.
