They are entirely different stages of the same process. Fresh coconut toddy is the naturally fermented sap collected directly from the palm flower, containing a very mild alcohol content of around 3 to 6 percent. Arrack, however, is a potent, hard liquor. It is produced by taking that fermented toddy and extensively distilling it in a factory until the alcohol volume reaches nearly 35 to 40 percent. Toddy is like a light, cloudy cider, while Arrack is similar to rum or whiskey.
