That is Pol Sambol the absolute staple condiment of Sri Lanka. The vibrant orange color comes entirely from a massive amount of dried red chili powder vigorously crushed together with freshly grated coconut red onions and lime juice.

If you order it at a local home stay you can absolutely ask them to make a mild version. They will simply omit the red chili powder leaving you with a sweet tangy highly refreshing white coconut and lime salad.

Yes it is traditionally intensely fiery. It is designed to be eaten in very small pinches mixed thoroughly through a massive mountain of plain white rice to flavor the entire meal.
