Yes, because Polonnaruwa is an active, deeply sacred Buddhist site despite being an ancient ruin, the dress code is strictly enforced. Both men and women must wear clothing that completely covers their shoulders and extends past their knees.
You must also remove your shoes and hats before stepping onto the sandy courtyards surrounding the main stupas. The sand gets blistering hot by midday, so bringing a thick pair of socks to walk in is highly recommended.
If you try to enter the Gal Vihara rock temple wearing shorts or a tank top, the guards will absolutely turn you away. Carrying a lightweight sarong in your backpack to wrap around your waist when approaching the statues is a brilliant, easy solution.
