Airport counters work if you want it done while you wait for bags. In town, Dialog/Mobitel shops are fine in the morning — take your passport. I won't quote a pack price that changes weekly.
Bought in Negombo the next morning and had data before the hop toward Little Adam's Peak. Airport was faster, town was calmer. Both worked.
If you're tired, stay nearer the bus stand / town centre in Little Adam's Peak and skip chasing a perfect sunset. Pull cash in Colombo, Kandy, or Galle first — cards are a maybe. Locals will tell you if a ticket is counter-only.
