Who actually sets tuk-tuk fares if I argue with the driver in Colombo?
A Colombo driver would not use the meter and told us the provincial transport office sets the fare. If I want to push back, who actually has the authority — Western Province or someone else?

The National Transport Commission has the regulatory authority over three-wheeler fares. The Western Province Road Passenger Transport Authority has said it cannot request or implement a revision. NTC already sent a draft fare structure to the Ministry, but that is not law yet. Until a legally approved revision, operators continue the existing Rs. 110 first km and Rs. 90 extra km. Arguing at a provincial counter will not change today's quote.
We tried the Western Province angle and got nowhere. Drivers and ranks talk NTC, not a provincial fare board you can walk into this afternoon.
Carry small notes and agree before you sit. Knowing it is NTC helps the argument; it does not magically cut the fare today.
