Practically, monks use them to gently sweep insects out of their path to strictly avoid accidentally stepping on them, adhering to the Buddhist vow of non violence. Culturally, holding the fan in front of their face helps them avoid visual distractions, especially looking at women, allowing them to maintain deep spiritual focus while walking.
