Yes it is completely safe for non swimmers if you book through a highly reputable registered tour operator. The Navy strictly regulates the boats leaving the harbor and absolutely mandates that every single passenger must wear a high quality buckled life jacket before the engine starts.
The boats used are usually small but highly powerful fiberglass vessels. While they bounce heavily over the waves they are incredibly buoyant and very unlikely to capsize during the calm winter season.
If you are a nervous passenger you must explicitly communicate this to the captain beforehand. They will happily seat you near the back of the boat where the physical bouncing is vastly reduced making the ride much more comfortable.
