Rate spread obsessive here For a month I will need cash regularly and the fee structures worry me What do Sri Lankan ATMs charge foreign cards per withdrawal which banks have the lowest fees or highest withdrawal limits is it better to withdraw large amounts less often is card payment widely accepted or is this still a cash country and should I bring foreign cash to exchange or rely entirely on ATMs

Branch officer so the fee structure from the inside The ATM reality foreign card withdrawals attract a local bank fee per transaction on top of whatever your home bank charges the local fee is a few hundred rupees per withdrawal and crucially the withdrawal LIMIT per transaction varies sharply by bank this is where the real money leaks The high limit banks let you take more per transaction which is the single biggest fee saver since the fee is per transaction not per amount the banks with the most foreign friendly higher limits are generally Commercial Bank Sampath Bank Hatton National Bank and Nations Trust Bank their ATMs often allow a larger single withdrawal the state banks sometimes cap lower So yes withdraw LARGER amounts LESS often is exactly right one bigger withdrawal beats three small ones on fees just carry it sensibly The decline the dynamic currency conversion offer always when the ATM or card machine asks to charge in your home currency say NO choose rupees the conversion they offer is a poor rate this trick skims more than the withdrawal fee Card acceptance growing but still a cash country hotels mid range and up restaurants in tourist areas and supermarkets take cards reliably but kades street food tuktuks village shops markets entry fees at smaller sites buses and most of the real economy are cash only carry rupees always Cash to bring versus ATM bring some major foreign currency (USD EUR GBP clean undamaged notes) as a backup and for the airport exchange to get going but rely mainly on ATMs for the bulk the exchange counters give decent rates for cash but ATMs at the high limit banks net out similar with less risk of carrying a months cash The combination that wins arrive with some cash exchanged at the airport for immediate needs then use high limit bank ATMs for large infrequent withdrawals decline the currency conversion every time

A safety note withdraw at ATMs inside bank branches or malls in daylight not isolated street machines at night the same sense as anywhere and notify your home bank of travel or the first withdrawal gets blocked
