Are the currency exchange counters open 24 hours at Bandaranaike airport. Is the rate fair.

Yes, the bank counters in the arrivals hall are open 24 hours a day. The exchange rates they offer are actually regulated and very fair, almost identical to what you will get in the city. Change your cash there without worry.
