I am traveling with my toddler. Do they require their own ETA application and fee.

Yes, children must have their own approved ETA to enter Sri Lanka. However, the government currently waives the application fee entirely for children under twelve years old.

You still must go through the online portal and fill out an application for your toddler using their passport details, but the checkout page will show a zero dollar fee.
