The ruins in Anuradhapura are just stone foundations mostly. Do we still need to wear white and cover our knees like in active temples.

Yes, strictly. In Sri Lanka, land consecrated for a stupa or temple remains sacred permanently. Even if it is just a ruined brick wall in the grass, it is holy ground. You must cover your shoulders and knees. White is not mandatory for tourists, but covering up is. Security guards and local pilgrims will be deeply offended if you wear shorts.

Just buy a cheap sarong and wrap it over your shorts when you get out of the tuktuk.

Also, take your hat off when facing the statues.

You also have to take your shoes off when walking on the sandy areas near the main stupas.

That sand must get boiling hot in the afternoon.

It does! Bring thick dark socks to wear while walking on the hot sand.
