Is the road very steep and dangerous for a foreigner renting a small car.

Driving the Kadugannawa mountain pass requires caution but it is entirely safe if you drive sensibly. The road is fully paved and wide enough for two lanes, but it features several very sharp, steep hairpin bends. The main hazard is the massive public buses and trucks that aggressively overtake slower vehicles on blind corners. If you are renting a small car, simply stay strictly in your lane, drive at a slow, comfortable pace, and let the larger vehicles pass you. Do not attempt to overtake on the curves.
