Do I need a permit to just fly my drone over the ocean at public beaches like Mirissa or Weligama to film my friends surfing.

Technically, ALL drone flights in Sri Lanka require clearance from the Civil Aviation Authority (CAA) and the Ministry of Defence. In practice, police often ignore small drones (like DJI Minis) flown briefly over open water away from crowds. However, if you fly near military bases, national parks, or densely crowded beach clubs, police will confiscate it. Fly at your own risk without the permit.

The CAA permit process takes weeks, so apply way before your trip if you want to be 100% legal.

Do not fly it over the local surfers. They hate the buzzing noise and have been known to throw things at them.
