I want to fly my drone over the blue whales in Mirissa. What are the rules for drone photography near marine wildlife.

Drones are strictly banned over marine mammals by the Department of Wildlife Conservation. The high-pitched buzzing severely distresses the whales. It is an animal safety issue. Ethical boat captains will refuse to let you launch it, and the Coast Guard patrols the area. Bring a heavy telephoto lens (300mm+) instead.

Yes, sticking a GoPro on a pole over the side of the boat is totally fine and legal.

Also, landing a drone on a rocking boat in the ocean swell is a great way to lose your drone in the sea.
