No, this is strictly prohibited. The Department of Wildlife Conservation (DWC) bans the use of drones near marine mammals. The high-pitched buzzing severely distresses the whales and disrupts their communication and breathing patterns. Reputable boat captains will refuse to let you launch it, and the Coast Guard actively monitors the area.

Plus, landing a drone on a moving, rocking boat in the ocean swell is incredibly difficult. You will lose it in the water.
