I am the designated driver for my group. What is the legal blood alcohol limit for driving a tuk tuk in Sri Lanka, and do police actually check foreigners leaving parties.

They definitely check. I saw two tourists get pulled over and breathalyzed right outside Weligama bay at 2 AM last week.

Just pay a local tuk tuk driver 1000 rupees to drive you home. It is so cheap and not worth the risk of a foreign jail.
