It is 100% a scam. Leopards are wild, highly elusive animals. Wilpattu is dense jungle, not an open zoo. No honest tracker will ever guarantee a sighting. He will likely take your money, drive you around, and then refuse to give the refund, claiming the leopard was "hiding in the bushes".

These guys hang around tourist bars specifically to catch people off guard. Book through a reputable eco-lodge instead.
